GOP bombarded by furious taxpayers after promotion of Trump’s tax cut hilariously backfires

The Republican Party on Monday tried to celebrate Tax Day by touting the purported effectiveness of its signature tax cut — but they were quickly hit with blowback from angry taxpayers.

In a tweet posted early Monday morning, the GOP boasted that its tax cuts “have put money back into the pockets of hardworking Americans so that they can spend it on things that actually matter to them and their families.”

However, many angry Americans shot back at the GOP and said they’d been stunned to find that they actually owed the government money after the IRS put too much money in their paychecks as a way to juice the economy.

Additionally, many people pointed to polls showing that the majority of Americans don’t believe they got any kind of tax cut whatsoever.

Now I would say Trump and his supporters are losing the messaging war when it comes to the Trump tax cuts. But you guys can prove me wrong by just posting all the positive tax day stories you are seeing.

On Monday, Rep. Katie Porter (D-CA) discussed the serious problems the GOP tax cut bill caused for her district on MSNBC’s “All In with Chris Hayes” in response to a report from The New York Times discussing how many people do not realize that their taxes were cut.

“I represent Orange County, California, and the limit in the Trump tax law on state and local tax deductions is a huge issue for us,” said Porter. “I was working on my taxes today, and every time I would put in a deduction, it would pop up, you’ve already hit your $10,000 state and local deduction cap. Put something else, it would pop up, you’ve already hit your $10,000 state and local deduction cap.”

“For folks here in Orange County, we’re hearing from a lot of them they owe $5,000, $7,000, even $14,000 in additional taxes,” Porter continued. “A lot of folks are having to turn to credit cards to find the money to pay the extra taxes. By singling out states that have expensive homes or have significant state and local taxes, Donald Trump is really making the effects of his tax plan felt — being felt unevenly around the country.”

Porter contrasted this struggle with the massive windfall the GOP bill gave to corporations — which they often have done nothing economically productive with.

“What we’ve seen primarily as a result of the tax plan is companies are taking their money and they’re engaging in stock buybacks,” said Porter. “If you read a lot of shareholder letters, what these CEOs are saying is we have excess capital and cash. We’re looking for ways to invest it. I think the obvious answer is to invest it back into your workers and the American people who have helped make your corporation profitable.”

“We can’t keep asking Americans, individual workers, single moms like me to shoulder the tax burden while large corporations get off literally Scott-free,” Porter added.

Face It: You (Probably) Got a Tax Cut

Studies consistently find that the 2017 law cut taxes for most Americans. Most of them don’t buy it.

If you’re an American taxpayer, you probably got a tax cut last year. And there’s a good chance you don’t believe it.

Ever since President Trump signed the Republican-sponsored tax bill in December 2017, independent analyses have consistently found that a large majority of Americans would owe less because of the law. Preliminary data based on tax filings has shown the same.

Yet as the first tax filing season under the new law wraps up on Monday, taxpayers are skeptical. A survey conducted in early April for The New York Times by the online research platform SurveyMonkey found that just 40 percent of Americans believed they had received a tax cut under the law. Just 20 percent were certain they had done so. That’s consistent with previous polls finding that most Americans felt they hadn’t gotten a tax cut, and that a large minority thought their taxes had risen — though not even one in 10 households actually got a tax increase.

To a large degree, the gap between perception and reality on the tax cuts appears to flow from a sustained — and misleading — effort by liberal opponents of the law to brand it as a broad middle-class tax increase.

That effort began in the fall of 2017, when Republicans prepared to introduce legislation that models by the independent Tax Policy Center predicted could raise taxes on nearly a third of middle-class taxpayers. It continued through Mr. Trump’s signing of the law, even though the group’s models showed that the revised bill would raise taxes on relatively few in the middle class in the 2018 tax year.

After the law went into effect, Democrats played down those estimates and instead highlighted projections that most Americans’ taxes are set to increase in 2026, after the individual tax cuts in the law are scheduled to expire.

The messaging stuck. In December 2017, polling for The Times by SurveyMonkey showed that nearly two-thirds of Americans — and three-quarters of Democrats — did not believe they would get a tax cut from the new law. In this month’s poll, three-quarters of Democrats again said they did not think they got a tax cut from the law, and the overall share of Americans who said they had benefited rose only slightly from the 2017 expectations.

In convincing people that they would not benefit, “the Democrats did a very good job,” said Howard Gleckman, a senior fellow at the Tax Policy Center. “They were able to put that into the public perception, and the reality has been unable to break that perception.”

CBO projects deficits will add up to $12.7 trillion through 2029

The Congressional Budget Office (CBO) on Thursday projected that federal government deficits will add up to $12.7 trillion from 2019 through 2029.

The nonpartisan CBO estimated that the 2019 deficit would reach $896 billion and exceed $1 trillion annually starting in 2022.

The estimate for this year's deficit was $1 billion lower than CBO's previous estimate, and the cumulative deficit between 2020–2029 is now expected to be about 2 percent smaller than previously projected.

The main reason for the 2 percent decline was a reduction in estimated mandatory spending and net interest payments, according to CBO, which said its economic forecasts remain the same and that it had not fully updated its revenue projections.

Budget watchdogs said the figures underscore that the fiscal path is unsustainable.

“We’re only halfway through this fiscal year and the deficit has already reached a staggering $691 billion. That’s higher than all but five full-year deficits in U.S. history,” said Michael A. Peterson, CEO of the Peter G. Peterson Foundation. “Our growing debt burden will reduce opportunity, lower incomes, and only make it harder to fund important priorities in the future."

Maya MacGuineas, president of the fiscally hawkish Committee for a Responsible Federal Budget, said the problem will only get worse if new spending plans don’t include offsets.

“The last Congress cut taxes and increased spending by a combined $2.4 trillion. Now we’re talking about $2 trillion more of spending, and as much as $2 trillion on top of that for infrastructure, with virtually no word of how we will pay for them,” she said. “At some point, the fiscal recklessness has to stop.”

The CBO analysis is based on existing laws and programs, which include severe spending cuts due to statutory spending caps and the eventual expiration of tax breaks associated with the 2017 GOP tax law.

CBO said that if those laws were changed, the nation’s debt burden would rise to 105 percent of GDP by 2029, just 1 percentage point below its 1946 peak of 106 percent.

CBO analysis of Trump budget finds higher deficits

President Trump's latest budget proposal would not lower the federal deficit as a share of gross domestic product (GDP), according to an analysis published Thursday by the nonpartisan Congressional Budget Office (CBO).

The CBO estimate found that Trump’s spending plan, which makes deep cuts to nondefense spending while boosting military funding, would leave deficits averaging 3.8 percent of GDP over the next decade, the same level as 2018.

The White House has said the president's budget request would lower deficits to 2.8 percent of GDP in a 10-year period.

The CBO also said in Thursday's report that the cumulative deficit over the next decade would add up to $9.9 trillion, compared with the $7.3 trillion projected by the administration.

Still, Trump's budget proposal would be an improvement over current projections when it comes to deficits, the CBO said.

The current baseline projects debt expanding from 78 percent to 92 percent of GDP. Under Trump's plan, it would grow to 87 percent.

Since Trump took office, debt has surpassed $22 trillion, an increase of about $2 trillion.+

“Today’s report makes clear that we can’t simply wish the debt away,” said Maya MacGuineas, president of the Committee for a Responsible Federal Budget. “After a two-year binge of tax cuts and discretionary spending that added $2.4 trillion to the debt, we cannot afford to keep ignoring the need for fiscal responsibility."

David Cay Johnston: How the Trump administration plans to cut Social Security benefits

*The Trump administration, continuing its assaults on the most vulnerable Americans, is now going after disabled people with limited English proficiency. Dependent children of people who become disabled are among those likely to be hurt by the new rule.

The rule, not yet in effect, would deny Social Security disability benefits to people whose language difficulty makes them unemployable in the market, but who Team Trump thinks should be able to find jobs where an inability to speak or understand instructions is only a minor problem, citing among other examples cook and gardener.

The justification makes no mention of whether people have the stamina, agility and muscle power to do such work, especially if they are disabled. Most recipients of Social Security Disability Insurance payments receive between $800 and $1,800 per month (the average for 2019 is $1,234).

The proposed rule contradicts another Trump rule change. Both rules are squarely aimed at immigrants.

The proposed Social Security rule change is the latest example showing that to Team Trump no one is too poor, too powerless or too far down the economic ladder to escape their malicious attention.

People with difficulty speaking in any language could be denied benefits, opponents argue.

“We’re very concerned at how this administration is chipping away” at benefits for people, said Jenna McDavid of the Diverse Elders Coalition.

Hidden Intention
Buried deep in the Federal Register notice is the point of the rule change, which “would revise ‘Illiterate or unable to communicate in English’ to simply ‘Illiterate.’”

We’ve linked to the administration’s pending new rule explanation in the Federal Register, a difficult to comprehend government publication which I review frequently. This explanation stands out as one of the most verbose and obtuse proposed rule changes I’ve ever read because the explanation is designed to obscure the purpose.

The existing 40-year-old rule says “limited education means ability in reasoning, arithmetic, and language skills, but not enough to allow a person with these educational qualifications to do most of the more complex job duties needed in semi-skilled or skilled jobs.”

The rule change comes at a time when, the Trump administration says, the share of American workers with limited English proficiency is growing.

“The working-age population (ages 25–64) with [limited English proficiency] increased from approximately 5.4 to 17.8 million between 1980 and 2016, while more than doubling, from 5.1% to 10.5%, as a percentage of the population,” the notice of the proposed rule change stated. “Within this group, the number of individuals who spoke no English more than quadrupled from approximately 682,000 to 2.8 million” people.”

McDavid noted that the Trump administration has taken diametrically opposed positions on the value of English proficiency.

In a proposed rule to turn away people at the border, Team Trump asserted “an inability to speak and understand English may adversely affect whether an [immigrant] can obtain employment.” But in the proposed Social Security rule, McDavid pointed out, “the Administration claims that ability to speak English is irrelevant for an individual’s ability to find employment.”

No Definition of ‘Illiteracy’
One anonymous commentator noted that the proposed rule fails to define illiteracy. That would matter if the government argued that someone who can read and write in their native tongue is literate even if they cannot communicate in English, creating grounds to deny benefits.

About one in five Americans speak a language other than English at home. And about 25 million Americans, or one in 13, have limited proficiency in English.

Some of the 241 people who filed comments favor denying benefits to disabled people who are not proficient in English.

“There is no reason for them not to be able to communicate in the English language,” Peter Alamillo III wrote. “Children are taught English in school, either public or private. There is no reason for applicants for survivors [sic] benefits, etc. to have an inability to communicate in English.”

He said the proposed new rule “is a very prudent change that will help to save the SSA money for individuals and programs that truly need it instead of wasting it on foolhardy and unnecessary non-essential matters.”

Poor and Sick
Others noted that individuals lacking proficiency in English are more likely to be poor and suffer ill unhealth, among them Karla Guerra, writing on behalf of a community organization in Oakland, Calif. “The implementation of this proposal would result in diminished opportunities for health for disabled LEP individuals and their families,” she wrote.

Emily Voelker complained that the new rule “would mean that over 10,000 disabled and low-English proficient workers per year would no longer qualify for and receive benefits when they are unable to work. It’s discrimination that helps no one – and only hurts people who are already vulnerable to prejudice.

Perhaps the most direct and damning comment was filed by Margo Vanderhill:

“This proposed rule is clearly discriminatory. Many Native Americans cannot speak English (due to living in very isolated regions). They are not immigrants yet [they] would be affected by this rule.

“Other immigrants (documented and legal) may not be able to speak English, but that in no way should bar them from assistance. They may be unable to speak English because of emotional or intellectual disabilities. That does not diminish their qualifications for disability.

The proposed rule change does indicate racial bias and Xenophobic attitudes for those proposing the change.”

Yup. That’s standard operating procedure for this administration, which propagates harm using language that even those highly proficient in English find nearly incomprehensible.

Social Security is funded by dedicated taxes paid by employers and employees.
That money is dedicated solely to Social Security.
Trumps tax cut program had nothing to do with Social Security.
